Mel Rapozo for Mayor of Kauai & Niʻihau
Knowledge, Experience, & Compassion
Mel’s stance on important issues facing our islands…
-
Our community is at a crossroads. We face real challenges—rising homelessness, lack of affordable housing, the high cost of living, drug addiction, crime, aging infrastructure, and vulnerability during natural disasters. But with the right leadership, we can turn these challenges into opportunities.
This campaign is built on the belief that government should be accountable, compassionate, and practical. Together, we will create a safer, stronger, and more resilient community for every resident.
-
We must combine compassion with accountability. I will expand supportive housing that connects shelter with mental health services, recovery programs, and job training. At the same time, public safety in our parks and neighborhoods must be protected.
-
Families are being priced out. I will streamline permitting and zoning to increase affordable housing, support first-time homebuyers, and protect neighborhood character while balancing growth with infrastructure.
-
Our community is too expensive for many families. I will work to promote local food security, support small businesses, and create pathways to higher-paying jobs.
-
Addiction is both a health issue and a crime issue. My plan expands access to treatment and recovery centers. At the same time, we will hold traffickers accountable.
-
Public safety is a top priority. I will strengthen community policing, modernize equipment and training, expand youth mentorship programs, and improve coordination with state and federal agencies against organized crime.
-
Natural disasters are inevitable. I will lead the development of secondary evacuation routes, expand shelter capacity, and secure state and federal funds for disaster-prepared infrastructure.
-
Our critical infrastructure systems are outdated. I will launch a comprehensive modernization plan, leverage outside funding, integrate smart traffic technology, and ensure maintenance is prioritized before small issues become big problems.
-
This campaign is about action. We cannot afford more delays, excuses, or neglect. My vision is a community where families can afford to live, children are safe, our streets are secure, and our infrastructure is strong.
With bold leadership, we will build a safer, smarter, and more affordable community for all.

Tom Shigemoto - Former County Planning Director
“For as long as I’ve known Mel, he’s always had the well being for all of the people of Kaua’i at heart! He’s proven as the Council Chair, that he does not want us to have to pay more taxes, ensures that the County provides all services efficiently and has championed programs that support our youth, kupuna, affordable housing and our safety. He is also a man of his convictions and has shown to make the right decision, not the popular one. This is the kind of leadership we need!“
