Serving our community since 1990…
His commitment to service continued through more than 20 years in the Hawaii Air National Guard. Military service strengthened his belief that leadership is built on discipline, teamwork, responsibility, and putting others before yourself.
Wanting to continue serving his community, Mel was elected to the Kauaʻi County Council, where he has served for 18 years, including multiple terms as Council Chair. Throughout his time on the Council, he has earned a reputation for being accessible, well prepared, and focused on solving problems. He believes good government begins by listening to residents, making thoughtful decisions, and always remembering who government is meant to serve.
For Mel, leadership is not measured by promises made during a campaign, but by results delivered afterward. He believes public office is not about power—it is about earning the trust of the people every day through honesty, transparency, and accountability.
Today, Mel believes Kauaʻi stands at an important moment. Families are struggling with the rising cost of living, housing has become increasingly difficult to afford, infrastructure requires continued investment, and residents expect a county government that is responsive, efficient, and accountable. While these challenges are significant, Mel believes they are also opportunities to build a stronger future.
As Mayor, Mel's priorities are clear. He will work to expand housing opportunities, improve infrastructure, strengthen public safety, support practical solutions to homelessness that combine compassion with accountability, and ensure county government operates with transparency, fiscal responsibility, and measurable results.
Throughout his years of public service, Mel has always valued talking story with residents across Kauaʻi and Niʻihau. Whether at community meetings, local businesses, neighborhood gatherings, or while simply out in the community, he believes the best ideas often come directly from the people.
Mel's campaign is built on a simple belief: Kauaʻi's future is strongest when we work together. Regardless of our backgrounds or political differences, we all want safe neighborhoods, opportunities for our children, respect for our kūpuna, affordable housing, strong local jobs, and a government worthy of the public's trust.
Mel is running for Mayor because he believes experience matters, leadership matters, and results matter. He has spent a lifetime serving the people of Kauaʻi, and he is ready to lead the county with integrity, accountability, and a clear vision for the future.
The challenges before us are real, but so are the opportunities. By working together, we can strengthen our communities, restore confidence in county government, and build a brighter future for generations to come.
Mel Rapozo believes the best days of Kauaʻi and Niʻihau are still ahead—and together, we can make them a reality.
Before he served on the County Council. Before he became Council Chair. Before he decided to run for Mayor, Mel Rapozo made a simple commitment: to serve the people of Kauaʻi.
Born and raised on Kauaʻi, Mel learned early the values that continue to guide his life—hard work, integrity, respect, personal responsibility, and helping others. Those values have shaped every chapter of his life and remain the foundation of his leadership.
Mel and his wife, Patsy, have been married for 36 years and have built their home in Wailua. Together they raised two children, Baron and Nicole, who now live on the mainland. They are proud grandparents to Nicole's two sons, Jahari and Jaheem. Like so many local families, Mel and Patsy want future generations to have the opportunity to live, work, and raise their own families on Kauaʻi.
Mel began his career of public service with the Kauaʻi Police Department, where he served for 13 years protecting families and neighborhoods throughout the island. Those years taught him the importance of fairness, accountability, and listening to people before making decisions.
